Meeting of the City Council was held at 7:00 o’clock P.M.
Present,-President Michitson, Councillors Ryan, Daly O’Brien Fossarelli, Hart, DesMarais, Scatamacchia, Hall and Macek
Records of the last 2 meetings were approved.
Councillor Ryan was appointed to read the records for the present week.
Communication was received from Maura Doherty of Mass Electric Company requesting to allow Kenneth Finch to address the Council regarding the ACT (Augmented Clearance For Trees Program)
Petition was received from Mass Electric Co requesting a conduit location on North Broadway for Parker Lane.
Petition was received for a Zoning Change from George Karambelas, Tagerman Family Trust, for 755 Main st; Assessor’s Map 645, Block 1, Lot 25; CN (commercial neighborhood) to CG (commercial general).
Petition was received for a Zoning Change from Attorney James Waldron for Feran Development LLC, Broadway, Rt 97, Assessor’s Map 581, Block 1, Lots 5, 6, 6A, 8, 8A and 9; to change Chapter 255-8 from IP (Industrial park) to CH (Commercial highway) in Table 1, Table of Use and Parking Regulations.
Application was received for a Special Permit from Attorney Richard Sheehan for Vincent O’Rorke to build 24 units in one building as residential condos at 80-88 River st; Assessor’s Map 501, Block 227, Lots 4 & 5.
Petition was received from Dale Manter/Manter Co Inc requesting to open Boston rd for water main service.
Communication was received from Councillor Hall requesting a discussion regarding the removal of a parcel of land; Assessor’s Map 590, Block 442, Lot 1A from the auction list.
Communication was received from Councillor Fossarelli requesting a discussion regarding issues at the railroad station on Washington st.
Communication was received from President Michitson requesting a follow-up discussion regarding Loan Orders for repairs/reconstruction: Doc 31-F, $725,000 Whittier School Roof; Doc 31-G, $53,995 Greenleaf School Boiler; Doc 31-H, $55,000 High Street Fire Station Roof.
Communication was received from President Michitson requesting to discuss a proposal for a five year capital expenditure and financial plan.
Hearing was held on Document 135, a petition from Verizon New England and Massachusetts Electric Company for a joint pole location on River st. With Robert Gracia appearing in favor and no one in opposition, the hearing was closed.
Councillor Fossarelli recused himself. Hearing was held on Document 137, a petition from the City of Haverhill, requesting a Zoning Code amendment; Chapter 255: Table of Use and Parking Regulations; Page 14 Adult Uses. With Attorney William Cox, Jean Downes, Timothy Shea and Frank Buckley appearing in favor and Stavro Lucos appearing in opposition, the hearing was closed.
Councillor Fossarelli returned to Chambers.

Councillor Ryan introduced Document 135-B An Order Granting: Permission to Verizon New England and Massachusetts Electric Company for a joint pole location on River st. Located in the Book of Location Orders.
Councillor Daly O’Brien introduced Document 75-FF To Wit: ORDERED: That the City Council grant the request of Manter Co Inc to excavate on Boston Road for the purpose of extending the water main. Boston Road has been rebuilt one year ago and in accordance with Chapter 222, Section 11, of the Municipal Ordinances of 1981, City Council approval is necessary.
