Meeting of the City Council was held at 7:00 o’clock P.M.

Present,-President Hart, Councillors Hall, Hetel, Swartz, Daly O’Brien, Scatamacchia, Macek, Ryan and Curtin

Records of the last meeting were approved.

Councillor Ryan was appointed to read the records for the present week.

Communication was received from Mayor Fiorentini requesting to address the Council regarding a seminar to assist flood victims on May 31, 2006, in City Hall, Room 301 at 7:30 PM.

Communication was received from Mayor Fiorentini requesting to address the Council regarding a Canadian prescription drug mail-order program and to introduce representatives from CanaRX.

HEARING

Hearing was held on Document 56, a petition from the City Council of the City of Haverhill requesting a hearing to amend Chapter 255 –Zoning re: Wireless Service Facilities. With William Cox appearing in favor and Diane Gobeil appearing in opposition, the hearing was closed.

UNFINISHED BUSINESS

MUNICIPAL ORDINANCE CHAPTER An Ordinance Relating to Zoning Amend Chapter 255, re: Municipal Cell Towers On motion of Councillor Ryan to amend as follows: under “ARTICLE XII” Wireless Service Facilities 255-93 Purpose” by deleting the words “Board of Appeals” in line 6 and inserting in place thereof the words “City Council”, the yeas and nays were as follows:

Yeas,-Councillors Hall, Hetel, Macek, Ryan, and Curtin 5, Nays,-Councillors Swartz, Daly ’Brien, Scatamacchia, and President Hart 4, and MOTION NOT PASSED

On motion of Councillor Macek to amend as follows: “To include the recommendations as stated in the letter from City Solicitor William Cox Jr, dated May 9 2006 ant that they be adopted and made part of the Zoning Ordinance”, the yeas and nays were as follows:

Yeas,-Councillors Hetel, Swartz, Daly O’Brien, Scatamacchia, Macek and President Hart 6, Nays,-Councillors Hall, Ryan and Curtin 3, and MOTION PASSED

On motion of Councillor Macek to pass as amended, the yeas and nays were as follows:

Councillor Ryan introduced Document 19-HH To Wit: ORDERED: That the City adopts the attached policy to aid flood victims On the motion of Councillor Daly O’Brien to amend as follows: Under POLICY in the second to the last sentence strike the date “ July 1, 2006” and insert in place thereof the date “ September 1, 2006” the yeas and nays were as follows:

Yeas,-Councillors Hall, Swartz, Daly O’Brien, Scatamacchia, Macek, Ryan, Curtin and President Hart 8, Abstain,-Councillor Hetel 1, and MOTION PASSED

On motion of Councillor Ryan to pass as amended, the yeas and nays were as follows:

  • Street Marking Expense $7,200.00
