Meeting of the City Council was held at 7:00 o’clock P.M.

Present,-President Hart, Councillors Hall, Hetel, Swartz, Daly O’Brien, Scatamacchia, Ryan, Macek and Curtin

Records of the last meeting were approved.

Councillor Scatamacchia was appointed to read the records for the present week.

Notice was received from Mayor Fiorentini of the appointment of Robert Ward to the Open Space and Recreation Committee. Said appointment effective October 20, 2006.

PETITIONS

Petition was received from Attorney James Waldron representing Brian House/Family Cab and Michael Della Paolera/ Courtesy Cab submitting a memorandum in support of an increase in taxicab rates.

Petition was received from Bill Cox/Haverhill Democratic City Committee requesting permission to use the Riverfront Park area behind the Tap Restaurant for a political rally, Friday, October 27 th from 2-4 o’clock PM.

On motion of Councillor Ryan to amend the time from 2 PM-4 PM to 2 PM to 5 PM, the yeas and nays were as follows:

On motion of Councillor Daly O’Brien to suspend the rules to introduce a communication from School Superintendent, Raleigh Buchanan, requesting to address the Council regarding the MCAS results, the yeas and nays were as follows:

Hearing was held on Document 110, a petition from Verizon New England and Mass Electric Company requesting a joint pole location on Groveland rd. With Kathy Frazer and Attorney James Waldron appearing in favor and William Copeland appearing in opposition, the hearing was closed.

On motion of Councillor Hall to amend as follows: “in the 2 nd and 5 th sentences by removing the words “DELETING” and by inserting in place thereof the words “ESTABLISH” and “ESTABLISHING”, the yeas and nays were as follows:
