August 28, 2007 Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Hall, Hetel, Swartz, Daly O’Brien, Scatamacchia, Macek and Ryan Absent,-Councillor Curtin Records of the last meeting were approved. Councillor Macek was appointed to read the records for the present week. _______________________ Notice was received from Mayor Fiorentini of the appointment of
Emily Boulger to the Cultural Council. Said appointment effective
August 20 2007. PETITIONS Communication was received from Attorney Michael Migliori
requesting a six-month Extension of a Special Permit granted on
behalf of Emmaus Inc –Murray ct/How st/Welcome st previously On motion of Councillor Hall to Table, the yeas and nays were as follows: Petition was received from Janet Donovan/Haverhill
Downtown Association announcing the 4th Annual Italian Festival,
Sunday, September 30th, and requesting use of the Riverfront Park On motion of Councillor Hall to approve the requests, except
the waiver of City Vendor fees and that the fee request be postponed
to the next meeting on September 11th, the yeas and nays were as follows: Yeas 8, Absent 1, and
MOTION PASSED and On motion of Councillor Ryan to Reconsider the fee provision that
was postponed to September 11th, the yeas and nays were as follows:
Yeas 8, Absent 1, and MOTOION PASSED and On motion of Councillor Ryan to waive the Vendor fees for the Italian Festival as requested, the yeas and nays were as follows: COMMUNICATIONS Communication was received from Councillor Hall requesting a
discussion regarding the traffic situation in the City concerning
traffic signals. Communication was received from Councillor Swartz
requesting a discussion regarding health & safety issues
surrounding the railroad bridge on the Washington st
gateway to downtown. Communication was received from Councillor Hall requesting
a discussion regarding the removal of a handicap parking space
at 6 Fifth av as it is no longer needed. Hearing was held on Document 83, a petition from Verizon
New England requesting a conduit location on Groveland rd. With
Kathy Frazer appearing in favor and Anthony Sacco in opposition,
the hearing was closed. Hearing was held on Document 85, a petition from National
Grid requesting a conduit location on Hale st. With David Boucher
appearing in favor and no one in opposition, the hearing was closed. On motion of Councillor Daly O’Brien to suspend the rules to allow Janet Donovan to speak regarding the Italian Festival, the yeas and nays were as follows: Yeas 8, Absent 1, and MOTION PASSED HEARINGS Hearing was held on Document 69, a petition from Attorney
James Waldron representing Ronald L Auclair requesting to amend
the City Zoning Ordinance Chpt 255-8; property on West Lowell av
be changed from RM (Residential Medium)to IP (Industrial Park);
Assessor’s Map 581, Block 1, Lot 4. With Attorney James Waldron
and Mark Andrews in favor and no one in opposition, the
