Councillor Daly O'Brien was appointed to read the records for the present week.
Communication was received from Mayor Fiorentini requesting toaddress
the Council regarding new economic development legislation and its potential for Haverhill. MAYOR AND WILLIAM PILLSBURY SPOKE ABOUT NEW PROGRAM, CH. 40V DOWNTOWN MARKET
Abatement report was received from Board of Assessors for month of July.
ORDERED: That the City Council approve the request of Catherine Rogers to excavate on Salem Street at Lots 2, 3, and 4 of Map 729 Block 720 for the purpose of installing sewer and water services for the subject lots. Salem Street has been rebuilt within the last 5 years and in accordance with Chapter 222, Section 11, Notice to abutters; restrictions on future paving of the 1981 Municipal Ordinances, Council approval is necessary.
Communication was received from Councillor Macek requesting to discuss the firesprinkler water availability fee.
Communication was received fromCouncillor Hall requesting to discuss establishing a school bus drop off/pick up zone at Walnut Square School on Main St.

Communication was received from Councillor Young requesting to discuss need for stop sign at intersection of Kenoza St and Amesbury Rd.
ORDERED: Be it Ordained by the Haverhill City Council that Chapter 255 entitled Zoning, as amended, be further amended in Article X11, Miscellaneous, Chapter 255 -155, Amendment of Chapter, Section "A" by adding the following: "The Planning Board and the City Council shall, prior to their hearing cause notice of such hearing to be published and sent to parties of interest pursuant to 255-101; Public Hearing Notices of this chapter." at the end of the first paragraph.
ORDERED: Be it Ordained by the Haverhill City Council that Chapter 255 entitled Zoning, as amended, be further amended in Article 111, Establishment of Districts, Chapter 255-9, Changes to Map, Section "A" by adding the following: "The Planning Board and the City Council shall, prior to their hearing on any amendment to this chapter where there is a change to the map, cause notice of such hearing to be published and sent to parties of interest pursuant to 255-101; Public Hearing Notices of this chapter." ORDERED: That $44,090.00 is appropriated to conduct the first phase of engineering analysis required for certification of the City's flood wall system pursuant to 44 CFR 65.10; that to meet this appropriation the Treasurer with the approval of the Mayor is authorized to borrow $44,090.00 under Chapter 44 of the General Laws or any other enabling legislation; that the Mayor is authorized to take any other action necessary to carry out this project; and that the Treasurer is authorized to file an application with the Municipal Finance Oversight Board to qualify under Chapter 44A of the General Laws any or all of the bonds authorized by this order and to provide such information and execute such documents as the Municipal Finance Oversight Board may require for these purposes.
