Meeting of the City Council was held at 7:00 o’clock P.M., Room 204.

Present,-President Hart, Councillors Scatamacchia, Ryan, Young, Hall, LePage, Daly O’Brien, Amirian and Macek.

Records of the last meeting were approved.

Councillor LePage was appointed to read the records for the present week.

Communication was received from Councillor Amirian requesting to introduce Carol Verny Library Director, to discuss new technology improvements.

Hearing was held on a Petition from the City of Haverhill to amend Zoning Code Chapter 255-35; regarding Temporary Signs.
COUNCILLOR DALY O'BRIEN EXPLAINED THE REASON FOR THE CODE CHANGE. THAT THE HANGING OF BANNERS BE DELETED FROM THE ZONING SECTION OF THE CODE AND ADDRESSED IN CHAPTER 213 OF THE CODE OF THE CITY OF HAVERHILL. A FAVORABLE RECOMMENDATION WAS RECEIVED FROM THE PLANNING DIRECTOR.

ALSO DISCUSED WAS THE ORDINANCE RELATING TO SIGNS. AT THE RECOMMENDATION OF THE PUBLIC WORKS DIRECTOR A FEE OF $50 WAS ADDED TO HANG BANNERS ON THE HERBERT H. GOECKE JR PARKING DECK OR OTHER CITY BUILDINGS OR FACITIES. A FEE OF $100 WAS ADDED TO HANG BANNERS OVER A SIDEWALK OR PUBLIC WAY.

ON MOTION OF COUNCILLOR SCATAMACCHIA TO AMEND THE DOCUMENT IN SECTION 213-5, BY DELETING IN PARAGRAPH 2 LINE 5, STARTING AT THE WORDS "A fee of fifty ($50) dollars" and ending in line 8 at the words "or public way".

ON MOTION OF COUNCILLOR HALL TO AMEND THE DOCUMENT BY DELETING IN PARAGRAPH 2 LINE 8, THE WORDS "may, in its discretion", and inserting in place thereof the word "shall" in its place.

UNFINISHED BUSINESS

ORDERED: That in order to reduce interest costs, the Treasurer, with the approval of the Mayor, is authorized to issue refunding bonds, at one time or from time to time, pursuant to Chapter 44, Section 21A of the General Laws, or pursuant to any other enabling authority, to refund all or any portion of the City's general obligation bonds outstanding as of the date of the final passage of this Order, and that the proceeds of any refunding bonds issued pursuant to the Order shall be used to pay the principal, redemption premium and interest on the bonds of the City to be refunded, and costs of the issuance of the refunding bonds; and that the Treasurer is authorized to execute such documents as may be necessary or desirable to carry out this transaction, including one or more refunding trust agreements with a bank or trust company. That the Treasurer is authorized to file an application with the appropriate officials of the Commonwealth of Massachusetts (the "Commonwealth") to qualify under Chapter 44A of the General Laws any and all bonds of the City authorized by this Council as of the date hereof, and to provide such information and execute such documents as such officials of the Commonwealth may require in connection therewith.
