Meeting of the City Council was held at 7:00 o’clock P.M.

Present, -President Hart, Councillors Hall, Hetel, Swartz, Scatamacchia, Ryan and Curtin

Absent,-Councillors Daly O’Brien and Macek

Records of the last meeting were approved.

Councillor Curtin was appointed to read the records for the present week.

PETITIONS

Petition was received from Attorney Michael Migliori requesting on behalf of the applicant, NEDA Development that the hearing scheduled for May 9 2006 be rescheduled to June 13 2006 .

Original Hearing(Documents 31 & 31-B)Zoning – to amend the Zoning Code Chapter 255-8, Main Street-RM to CH

On motion of Councillor Ryan to postpone the hearing to June 13, 2006 , the yeas and nays were as follows:

Yeas 7, Absent 2, and MOTION PASSED and POSTPONED to JUNE 13, 2006 Document : 31-BB

Petition was received from Kristen Hollenbeck, Director of the Bradford College Alumni Association, requesting to hang a banner across South Main st in front of Kimball Tavern for 3 weeks beginning June 18 2006.

On motion of Councillor Ryan to approve hanging the banner, the yeas and nays were as follows:

HEARINGS (M.G.L. Ch. 166)

Hearing was held on Document 54, a petition from National Grid requesting a conduit location on Chadwick Road. With John Butler appearing in favor and no one appearing in opposition, the hearing was closed.

COMMUNICATIONS

Communication was received from Councillor Hall requesting a discussion regarding the removal of a handicap space at 25 Locust Street.

On motion of Councillor Hall to refer to the Planning Department, the yeas and nays were as follows:

HEARING

Hearing was held on Document 65, a communication from William Pillsbury, Community Development Director, requesting to submit the 2006-2007 Community Development Block Grant Program (CDBG) and Resolution. With William Pillsbury appearing in favor and no one appearing in opposition, the hearing was closed.

Councillor Ryan introduced Document 25-H RESOLVED: RESOLUTION OF THE CITY COUNCIL OF HAVERHILL, MASSACHUSETTS, AUTHORIZING THE MAYOR TO SUBMIT THE AMENDED CONSOLIDATED PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, INCLUDING ALL UNDERSTANDINGS AND ASSURANCES CONTAINED THEREIN.
