Meeting of the City Council was held at 7:00 o’clock P.M. Present,-President Hart, Councillors Scatamacchia, Ryan,
Macek, Daly O’Brien, Hall, McGonagle, Donahue and Quimby. Councillor Quimby was appointed to read the records for the
present week. Notice was received from the Mayor of the following appointments: Application was received for a special license to sell alcohol from John Lovett, JP McBride’s Music Festival at 27 Lafayette sq October 26th,
2:00 PM to 8:00 PM. Application was received from Louis P. Minicucci, Jr./Bradford
Holdings for Special Permit to develop 113 acres, project known as
Ridgecrest located on land between Presidential dr and Willow av for 97 single family homes.
On motion of Councillor Hall to "Vote to require additional information/study as set forth in the memo dated October 14, 2008 by William Pillsbury as provided for in zoning ordinance Chapter 255-80 D-13 in order
to adequately evaluate the scope and potential impacts of the proposed project as detailed above". Communication was received from Councillor Donahue requesting
a discussion regarding wasteful Haverhill City government spending. Communication from Councillor Hall requesting a discussion regarding problems at the Rocks Village Volunteer Fire Station. Hearing was held on Document 116, a petition from Verizon New England and MA Electric Co for a joint pole location on Main st, Plan 691 with Kathy Frazier appearing in favor and no one in opposition, the Hearing was closed.
