Statement:
The Council On Aging (COA) is the municipal agency that is mandated as the focal point for access to services and programs for the City's elderly residents (60 years old and older). Created under Chapter 495 of Massachusetts General Laws, Acts of 1956, and established by City Codes 4-2 in 1964, the COA's mission is to provide services designed to improve the quality of life for Haverhill residents who are 60 years of age or older.

We offer a variety of cost-effective programs and services for our elderly residents that are designed to help them remain independent, stay healthy, keep fit and actively involved in their community. A Senior Identification Card (proof of age is required), available free of charge at the COA Info and Referral Office (Rm. 32), is required in order to participate in many of these programs and services. We are supported by City appropriations, fund-raising, private donations and grants.

Director's Message:
On behalf of the Haverhill Council on Aging, I am pleased to provide you with this web page. Many of the older residents of the City and their families are not aware of the wide variety of services and programs which are available to them. This site should give you an idea of what is available and how to access these services and programs.

Included is a description of the various programs and services offered by your Council on Aging. I encourage you to read through various sections of this site. Finally, I want to publicly pay tribute to all those who make this work:

  • the Council on Aging staff
  • the Volunteers
  • our Council on Aging Board of Director

Without all of you, none of these programs and services would be possible. I hope you find this site useful. If you have any comments or questions, feel free to contact me.
