Commission on Disability Issues
The mission of this commission is to educate people on the Americans with Disabilities Act of 1990 (ADA), as well as state regulations related to persons with disabilities. The Commission can advocate in critical areas such as housing, employment, education, transportation, voting, communication, health services, public accommodations, and access to programs, services and facilities that are available.

Council on Aging
The mission of the Haverhill Council on Aging is to provide a full range of services for the approximately 11,250+ Haverhill residents who are 60 years and older. Since 1967 the HCOA has been working to ensure ease of access for Haverhill's elders to a wide range of services by combining direct services and programs with a system of outreach and referral. The HCOA strives to meet the current and emerging multiple needs of our varied clientele through personal contact, community education, mass media, group meetings, mobile exhibits, newsletters, publications and legislative/administrative advocacy.

Haverhill Cultural Council
The mission of the Haverhill Cultural Council is to improve the quality of life of the citizens of Haverhill by funding cultural and artistic events, programs and trainings; promoting the arts in general; and contributing to the overall conditions/quality/character of the cultural atmosphere in and around the city.

Parks and Recreation
The mission of Haverhill Parks and Recreation is to provide recreational opportunities to all citizens of the city of Haverhill. The department is continually determined to provide a well-balanced selection of programs for the city, and is responsible for general oversight of recreational facilities.

Veteran's Memorial Skating Rink
The Veteran's Memorial Skating Rink's mission is to provide Haverhill residents with a clean, well-maintained skating facility that provides affordable and innovative programming year round to individuals and groups.

Veteran's Services
The mission of the Department of Veteran's Services is to advocate on behalf of all the Commonwealth's veterans and provide them with quality support services and to direct an emergency financial assistance program for those veterans and their dependents who are in need.

Youth Center
The mission of the Haverhill Youth Center is to provide Haverhill Youth with a supervised drop-in center and introduce them to positive role models as well as providing opportunities to contribute to their community, and opportunities to become involved in activities, events and programs that otherwise might not be possible.
