City of Haverhill, February 4, 2008 Meeting of the License Commission was held at 7:00 PM
In Room 202, City Council Chambers, City Hall. Present:
On the motion of Commissioner Sullivan and seconded by Chairman Edwards the minutes for the January meeting were accepted and they were unanimously approved. Application was received for pre approval of a One Day Wines and Malt License from Haverhill Boxing Club, Inc. located at 14 Stevens Street. HBS Sparring Exhibition will take place on February 21, 2008 from 6:00 p.m. – 10:00 p.m. Sam Amari Jr., applicant. Mr. Amari appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Chairman Edwards, the application was unanimously approved. Application was received for approval of a One Day All Alcohol License from Annie Marin-Lopez, a Latin Bash will take place at the Citizens Center on February 8, 2008 from 8:00 p.m. – 1:00 a.m. Mrs. Marin-Lopez appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Chairman Edwards, the application was unanimously approved. Application was received for approval of a One Day Wines and Malt License from Sacred Hearts School Education Endowment Fund located at 31 South Chestnut Street. The event will take place on March 8, 2008 from 7:00 p.m. – 1:00 a.m. Holly Roche, applicant. Ms. Roche appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Chairman Edwards the application was unanimously approved. Application was received for approval of a transfer of a Common Victuallers License from Bradford Country Store located at 558 Salem Street. Ttraci Mickela to Nael El Fakih. No one appeared in favor and no one appeared in opposition. Application for approval of an Entertainment License from Wicked Big Café located at 19 Essex Street. Dawn Balsamo, applicant. No one appeared in favor and no one appeared in opposition. Application for approval of a transfer of a Class II Car Dealers License from Ideal Cars located at 251 Winter Street. Helen Crisa to Duncan Edwin Fields and Joe Tucker. Mr. Fields and Mr. Tucker appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Chairman Edwards the application was unanimously approved. Application for approval of a transfer of an All Alcohol package Store License from Pares Liquors d/b/a Pares Liquors to Garcia Espinal, LLC d/b/a Pares Liquors located at 106 Lafayette Square. Patricia Wicks to Juan Espinal Mr. Espinal appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Chairman Edwards the application was unanimously approved. Application for approval of a Wines and Malt Package store License from Radio Market located at 63 Locke Street to Shapla International Limited, Inc. d/b/a Convenience Station at 105 White Street. Robert Diffin to Sahab U. Chowdhury. Mr. Chowdhury appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Chairman Edwards the application was unanimously approved. Application for approval of an All Alcohol Club License from the Liberty Club of Haverhill Inc. d/b/a Liberty Club located at 244 River Street. Kenneth M. Pierce, applicant. Mr. Pierce appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Chairman Edwards the application was unanimously approved. Show Cause Hearing: Cheerleaders located at 46 Washington Street for over serving on December 9, 2007. Officer Landry of the Haverhill Police Department appeared in front of the Commissioners, he read the police report and offered testimony of the events that took place that night. Mr. Tom Murphy owner of the establishment appeared before the Commission, and he said all of his bartenders are experience and they are very careful about over serving the customers. He said that the individual in question is known to the establishment and he and his staff have asked him to leave in the past. He feels that his staff did not over serve this individual. Ms. Shirley Little the bartender that night spoke In favor of the establishment. She said she served him, five drinks in a period of 3 ½ hours. She said he seemed to be fine. The Commissioners feel that this individual was over served, and finds the establishment responsible for the incident. One the motion of Commissioner Sullivan and seconded by Chairman Edwards the license was suspended for a period of two days, February 25 and 26, 2008. The establishment may reopen on February 27, 2008. Show Cause Hearing: R.G.’s located at 242 Winter Street for Illegal drug activity and serving an intoxicated person on January 18, 2008, Mr. Littlefield’s attorney sent a letter to the Commissioners requesting the hearing be rescheduled for March 3, 2008. Adjournment: The meeting adjourned at 8:25 PM. The next meeting will be held on Monday March 3, 2008. Attest:
