City of Haverhill, March 3, 2008 Meeting of the License Commission was held at 7:00 PM In Room 202, City Council Chambers, City Hall.

Present:

  • Chairman Edwards
  • Commissioner Sullivan
  • Commissioner Hanson

On the motion of Commissioner Sullivan and seconded by Chairman Edwards the minutes for the February meeting were accepted and they were unanimously approved.

Application was received for approval of a One Day Wines and Malt License from Nancy Chippendale’s Dance Studio a Chippendale’s Parent Party will take place at Sacred Hearts School located at 31 Chestnut Street. March 29, 2008 from 7 p.m. – 12 midnight. Nancy Chippendale, applicant. Ms. Deborah Ingalls appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Commissioner Hanson, the application was unanimously approved.
APPROVED

Application was received for approval of a One Day Wines and Malt License from JP McBride’s located at 27 Lafayette Square. A St. Patrick’s Day Festival will take place on March 17, 2008 from 11:00 a.m. – 11:00 p.m. John Lovett, applicant. Mr. Lovett appeared in favor and no one appeared in opposition. On motion of Commissioner Hanson and seconded by Commissioner Sullivan, the application was unanimously approved.

Application was received for approval of a transfer of a Common Victuallers License from Bradford Country Store located at 558 Salem Street. Traci Mickela to Nael El Fakih. Mr. El Fakih appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Commissioner Hanson, the application was unanimously approved.
APPROVED

Application was received for pre approval of a Common Victuallers License from RYCA, Inc. d/b/a Edible Arrangements located at 308 Main Street. Michael Connors, applicant. Mr. Connors appeared in favor and no one appeared in opposition. On the motion of Commissioner Hanson and seconded by Commissioner Sullivan, the application was unanimously approved.

Application for pre approval of a Common Victuallers License from Memory Lane Restaurant located at 95-101 Plaistow Rd. James Silva, applicant. Mr. Silva appeared in favor and no one appeared in opposition. On the motion of Commissioner Sullivan and seconded by Commissioner Hanson, the application was unanimously approved.
APPROVED

Application for approval of an Entertainment License from Wicked Big Café located at 19 Essex Street. Dawn Balsamo, applicant. Mrs. Balsamo appeared in favor and no one appeared in opposition. On the motion of Commissioner Hanson and seconded by Commissioner Sullivan, the application was unanimously approved.
APPROVED

Show Cause Hearing: Peddlers Daughter for overcrowding on November 21, 2007. Sgt. Dana Burrill spoke on behalf of the Haverhill Police Department. He and The License Commission wants the owners of these establishments to know the importance of maintaining their occupancy. On the motion of Commissioner Sullivan and seconded by Commissioner Hanson there was no action taken.
NO ACTION TAKEN

Show Cause Hearing: Chit Chat for overcrowding on November 21, 2007. Sgt. Dana Burrill spoke on behalf of the Haverhill Police Department. He also explained to the owners of the establishment, the importance of maintaining their occupancy. On the motion of Commissioner Sullivan and seconded by Commissioner Hanson, there was no action taken.
NO ACTION TAKEN

Show Cause Hearing: Cheerleaders for over serving on January 26 2008. Mr. Murphy’s attorney sent a letter to the Commissioners requesting the hearing be rescheduled for April 7, 2008. On the motion of Commissioner Sullivan and seconded by Commissioner Hanson, the show cause hearing was rescheduled.
RESCHEDULED

Show Cause Hearing: R.G.’s located at 242 Winter Street for Illegal drug activity and serving an intoxicated person on January 18, 2008, The License Commission has made a motion to continue this matter until is resolved at the Haverhill District Court. On the motion of Commissioner Hanson and seconded by Commissioner Sullivan, this matter will be continued until further notice.

Item for Discussion: Trattoria Al Forno on extending the hours of operation. Mr. Allen and Attorney Migliori appeared before the Commissioner, to request that the hours of this establishment be the same as all of the other establishments in Haverhill. Attorney Migliori said this is a totally different operation from the one that was there before. He has asked the Commission to come and see the great changes Mr. Allen has made to the establishment. Chairman Edwards suggested that he comes back on April 7, 2008; he wants to go check the establishment before he can make a decision.

Adjournment: The meeting adjourned at 8:00 PM. The next meeting will be held on April 7, 2008.
